Proposed Main Street codes open for public comment again Wednesday

BLOOMINGTON - Proposed zoning codes for the Main Street Corridor that drew the ire of Twin Cities property owners last week will go to the Bloomington Planning Commission on Wednesday. | Main Street proposed form-based code (PDF)

The form-based zoning codes will go before the commission for public comment at its meeting at 4 p.m. at City Hall, 109 E. Olive St.

Several Main Street business owners attended the Normal Planning Commission meeting Thursday to complain about the proposal.

A second public hearing before the Normal Planning Commission is set for 5 p.m. Feb. 5 at Normal City Hall, 100 E. Phoenix Ave.

The proposed codes would apply to properties along the Main Street Corridor from Raab Road in north Normal to Veterans Parkway in south Bloomington.

Form-based zoning has been in force in Bloomington for a little more than two years. The city contracted with Farr Associates of Chicago to develop a set of zoning codes for the Gridley-Allin-Prickett Neighborhood in 2006.

Form-based zoning codes regulate building forms and appearances in addition to the usual controls on what types of buildings can be placed in an area. The proposed zoning codes for Main Street would affect new construction or major renovation projects to existing structures.

The proposed form-based zoning codes for Main Street were drafted by Farr Associates and are designed to complement the Main Street redevelopment plan adopted by Bloomington and Normal and created after input from residents during many public meetings.

The idea for a Main Street Corridor plan was the result of a collaborative effort by the town of Normal; the city of Bloomington; Illinois State University and BroMenn Regional Medical Center, both in Normal; and Illinois Wesleyan University, Bloomington.
