Riot breaks out at medium-security Indiana prison

NEW CASTLE, Ind. - Inmates staged a "full-scale riot" Tuesday at a medium-security men's prison, according to the mayor, and pictures taken from television helicopters showed at least two fires burning in the courtyard. | Raw video

Indiana Department of Correction spokeswoman Java Ahmed confirmed there was a disturbance at the New Castle Correctional Facility, about 43 miles east of Indianapolis. She said more than one cell house was involved, and two staff members were injured.

The Department of Corrections sent emergency squads and county and state police to the prison. New Castle Mayor Tom Nipp said the entire city police force had also been activated. Helicopter pictures showed officers in riot gear standing outside the prison fence.

The prison is managed by the GEO Group Inc., based in Boca Raton, Fla., according to the Indiana Department of Corrections Web site.

The prison, built in 2002, can house about 2,200 inmates. It currently has about 1,000 prisoners from Indiana and 630 from Arizona.

In March, Arizona and Indiana reached an agreement on housing up to 1,260 Arizona inmates.

Arizona Department of Corrections spokeswoman Katie Decker said at least some of the transferred inmates had complained about being moved, a step that was necessary because of the state's shortage of prison space.

``They're obviously resentful because they had to leave the state,'' she said, adding that it was too early to say whether the transfers played any role in the riot.

Decker said the inmates sent to New Castle were ``carefully picked'' before being transferred and could have ``no predisposition to violence.''

The prison housed an average daily population of 450 in 2005, according to the DOC web site. It also has a psychiatric facility that treats inmates who are bused in from other prisons.

GEO Group last year contracted with the Indiana Department of Correction to assume management of the prison.

" To Pontiac guard. Maybe the prison spokesman Derek Schnapp out to walk the galleries at Pontiac rather then the hallways at Concordia before he says anything about Pontiac . The present corr adm in Springfield would be scared to walk the galleries at pontiac. It used to be promotion by merit and ability. now its money and family connections. "

Ever heard of the John Howard Society? You talk like I can just say "ok, all prison inmates are now going to be locked in their cell 24 hours per day, and never come out." Just like you have rules in your job (assuming you have one), we have rules in ours. If thats how you feel about the situation, do something about it. " Around 75% of Pontiac's inmates are already locked down 23 hours per day. That doesn't stop them from throwing feces, urin, vomit, blood, etc... They still get to come out of their cells for yard, writs, health care unit passes. I have been doing the job for over 12 years. We still have the Protective Custody Unit. That meens over 450 inmates, on the maximum security side still get to leave their cells unrestrained. We also have a Medium Security Unit with around 400 inmates. Some of the M.S.U. inmates work inside the max. cell houses. At the state level (in Illinois anyway) you will never get the politicians to lock them down 24/7, not even at Tamms the state's "super max" facility. According to the legislature, we are supposed to have 2 officers to escort a segregation status inmate. With the lack of staff being hired by the Blagojevich administration, this can't be done. Furthermore, most of these inmates will be released at some point. How mentally unstable are they going to be after being in an 8x10 cell for 10 or more years? Do you really want 1,000s more crazies roaming the streets? "

The only problem is, just to hear them talk about it isn't enough to do something. They are upset they won't get to smoke anymore, they are upset about the food we serve them, they are upset about the program cuts. It doesn't matter if you think they should have these things or not. Society has told us we have to feed them. We have to let them buy candy, potato chips, T.V.s, and radios.
